Issue trackers for deegree components

Here is a list of all tracking systems that are available for deegree.
For deegree 3, we switched to trac.
For deegree 2, we were and still are using the tracking system provided by wald at intevation.
The last two trackers are used to handle general project management issues, and are independent from specific software versions.
